The China Administrative Regions GIS Data: 1:1M, County Level, 1990 was developed by the team led by Dr. Liu Chuang (Information Scientist at CIESIN, Saginaw, Michigan, USA), Prof. Yao Xurong (Professor at Chinese Academy of Surveying an d Mapping, Beijing, China) and Prof. William Lavely ( Director of CITAS - China in Time and Space - Project and Associate Professor at University of Washington, Seattle, USA.) from 1994-1996.
The initial proposal on establishing the international collaboration to develop the China Time Series Administrative Regions GIS Data was proposed by Dr. Liu Chuang and Prof. Yao Xurong in January 1994. Prof. William Lavely, Prof . Chu Liangcai (Vice President of CASM - Chinese Academy of Surveying and Mapping) and Mr. Richard Cicone (Director of Department of Information Resources and Technology at CIESIN) formally initiated the effort.
Prof. Yao Xurong and Dr. Liu Chuang collected all necessary references; Dr. Liu Chuang and Dr. Qin Tang (CITAS Database Manager at University of Washington) developed the database design; Mr. Jeffrey Tomaszewski (Data Technician at CIESIN) scanned the basic maps; Dr. Liu Chuang, Mrs. Huang Jie (Senior Engineer at CASM), Mrs. Wang Hong (Research Associate at CASM), Mrs. Shi Lihong (Research Associate at CASM), Mrs. Xu Ping (Research Associate at CASM) finished the initial data. Ms. Alana Boland (Research Assistant, CITAS at University of Washington), Prof. William Lavely, and Prof. Yao Xurong validated the initial data. Dr. Liu Chuang finished the first released version of the data in May 1996. Dr. Liu Chuang and Mr. Huang Jianxue (Senior Engineer at CASM and Visiting Scholar of CIESIN) designed the maps and image files.
Dr. Roberta Balstad Miller (President of CIESIN & CEO) and Prof. Zhang Qingpu (Vice President of CASM) agreed to make the data publically available for educational, academic, research and nonprofit uses.
The SEDAC (Socioeconomic Data and Application Center) China task group coordinated data management at CIESIN. Contributors included: Dr. Liu Chuang (China Task Leader) for coordinating among CIESIN, CASM and CITAS, and within the China task group;
Dr. Karen C. Sullivan (Information Specialist) for the metadata records; Ms. Mahasin Z. Muhammad (Data Systems Specialist) for archiving the data; Mrs. Clara J del Valle (Data Specialist) for permission of the data dissemination; <
