Priority Programme for China's Agenda 21 was developed by the Administrative Center for China's Agenda 21 (ACCA21) supported by the State Science and Technology Committee (SSTC) of China and UNDP (United Nations Development Programme).

Dr. Wang Qiming (Director of the Information Department at ACCA21) and Dr. Liu Chuang (Information Scientist at CIESIN) developed the cooperation between ACCA21 and CIESIN in disseminating the data of the Priority Programme of China's Agenda 21 through CIESIN.

The SEDAC (Socioeconomic Data and Application Center) China task group coordinated data management at CIESIN. Contributors included: Dr. Liu Chuang (China Task Leader) for coordinating between CIESIN and ACCA21, and within the China task group; Dr. Karen C. Sullivan (Information Specialist) for the metadata records; Mr. Xiaoshing Xing (Data Systems Specialist) for archiving the data; Mrs. Clara J del Valle (Data Specialist) for permission of the data dissemination; Dr. Liu Chuang and Dr. Darryl Charache (Information Scientist) for the World Wide Web (WWW) site; Mr. Richard L. Robinson (User Services Manager) and Mr. Jack M. Evans (Data Specialist) for user support; Dr. Robert Chen ( Director of Data Center Services and SEDAC Project Manager) provided overall project guidance.
