         INTERNATIONAL CONVENTION FOR THE HIGH SEAS FISHERIES
                      OF THE NORTH PACIFIC OCEAN
                             (as amended)*
Objectives
==========

      To ensure maximum sustained productivity of the fishery resources
of the north Pacific Ocean.  To coordinate research and conservation
measures to this end.

Summary of provisions
=====================

      (a)   All the waters of the north Pacific Ocean and adjacent seas,
other than territorial waters, are included (art. 1);

      (b)   An International North Pacific Fisheries Commission
established (art. 2);

      (c)   Commission to study fish stocks and decide and recommend
joint conservation measures (art. 3);

      (d)   Strong enforcement measures are included (arts. 9 and 10);

      (e)   Annex contains conservation measures for halibut, herring
and salmon.
