Report of the Third Meeting of the Ozone Research Managers




5.     IMPLEMENTATION OF DECISION III/5 OF THE THIRD MEETING OF THE CONFERENCE OF PARTIES TO THE VIENNA CONVENTION

5.1       The Parties to the Vienna Convention in November 1993 took note of the report of the second meeting of the Ozone Research Managers, especially with regard to the high priority scientific objectives to guide the future work on the ozone issue, the needed improvements in the longterm observations of ozone and ozone-related constituents, and the acute need for the improvement of training in the fields of both measurements and analysis as identified by the Ozone Research Managers.

5.2       Furthermore the parties to the Vienna Convention requested that (a) voluntary contributions are made to the WMO Special Fund for Environmental Monitoring for expansion of the Global Ozone Observing System (GOODS) in developing countries; and (b) that the Global Environment Facility (GEF) give due consideration to funding the installation of a limited number of additional stations in the tropical belt and in any other regions not adequately covered.

5.3       Dr Miller from the WMO Secretariat informed the Meeting that in the past three years only three countries (Canada, Switzerland and USA) have made contributions to the above mentioned Special Fund a total of less than US$500,000 marked for improvement of the ozone and UV-B observing system which was grossly inadequate to meet the needs for improvements and for assuring the flow of high quality data. Furthermore, the explained that GEF has not funded any new project since the Third Meeting of the Parties. The implementation of the only two previously approved GEF funded projects for improvement of the ozone and ozone related monitoring for six GAW background stations of global importance and expansion of the ozone and UV-B monitoring in the Southern Cone countries of South America are now being successfully implemented. The meeting felt that an acute need for improvement of the observations, regular calibrations of instruments and data dissemination and made recommendations which are recorded under item 7.
