The data are available for download in ArcInfo Interchange (.e00) format here.

In this data set, the boundaries of the Mexican states and municipalites that share borders with the United States are consistent with those from TIGER95. Attributes include selected demographic and socioeconomic variables from INEGI. 

The coverages are in a geographic projection, units are decimal degrees and the datum is Clarke 1866.
